With regard to the proposed Battery on the Esplanade, should His Excellency sanction the surrender of the necessary ground, Lt. Col. Dunlop does not consider the exigencies of the service sufficient to warrant the expense of such creation without the sanction of the Home Government.
I am further directed to state that it is the Commandant's wish to meet the Governor's views in every way in his power, and His Excellency will probably be able to have a personal interview with him on this subject, when he could understand His Excellency's wishes more clearly and be able to point out to him all the circumstances of the case, which can only be done in an unsatisfactory manner in Correspondence;
